Substantial hike in room rents at Arunachal Bhavans and House

ITANAGAR, July 1: There has been substantial increase in the room tariffs of Arunachal Bhavan and Arunachal House in Delhi and other government accommodations outside the state.

Government officers on duty, MLAs, Parliamentary Secretaries and Ministers will have to dish out Rs 1500 which would be increased to Rs 2500 after ten days. All other categories would have to fork out Rs 2500 per day and after 10 days; it would be increased to Rs 3500.

Earlier the room rents were pegged at Rs 250 per room for those on govt duty and Rs 700 for private individuals.

The room rent of 17 annexes in Arunachal Bhavan which accommodates substantial number of patients, has been fixed at Rs 1000 per day which would be raised to Rs 1500 after ten days. Bhavan has 11 other rooms which are marked as VIP rooms apart from CM suite which occupies one complete floor.

Arunachal House has 36 rooms apart from Governor’s suite which occupies a floor. The Home, PWD and Power Ministers have one room allocated with a room tariff of Rs 1500 per day in Arunachal House.

Pasighat gears up to mark 100th year

PASIGHAT, July 1: Located on the banks of serene Siang, Pasighat, the district headquarters of East Siang district is gearing up celebrate its 100th year.

Established in 1911, the town, undoubtedly the hub of education in the state has given the state some of its brightest citizens.

District administration is in planning stage to ensure a befitting celebration.

DC Onit Panyang, local MLA and Education Minister Bosiram Siram, Heads of Department, retired officers, senior citizens, public leaders, representative of religious organizations and NGOs and general public met yesterday at the legendary Independence Golden Jubilee Higher Secondary School to chalk out the plans.

Education Minister Bosiram Siram while addressing the gathering said that Pasighat said that town has set an example for the state as all communities have lived together peacefully, contributing their share to bring in developments. He further informed that all legislators of the district have already consented to cooperate and take active responsibilities during the entire course of celebration. Siram proposed to constitute a committee under the chairmanship of DC Pasighat and sub-committees at various levels.

Other points discussed on the day were, fund mobilization, establishment of centenary pillar, uniform painting of all buildings, maintenance of roads, students’ participation.

AKA flays sports mentors in State

ITANAGAR, July 1: Arunachal Karate-Do-Association (AKA) urged State Government to give games and sports as one of its top priority agendas with adequate fund facilities.

Describing the present sorry state-of-affairs of sports sector in the state, AKA President Likha Tara flayed the mentors of games and sports, especially the officers and officials adorning various posts in Sports Authority of Arunachal (SYA) and Sports and Youth Affairs (SAA), for their lackadaisical attitude towards development of sports.

Tara urged the State government to give due importance to Arunachal Olympic Association (AOA), the premier sports body of the state, in policy making, fund allocation, team preparation etc. and accord annual grant-in-aid of Rs. 15 to 20 lakh to the premier sports body to meet up various expenditure.

While refusing to give much credit to SYA or SAA for any achievement by sportspersons in the state, Tara claimed that funds meant for various sports associations provided by Government are being siphoned off and financial assistance provided so far to various associations by SAA has never crossed Rs. 13 lakh.

He urged the authorities concerned for proper utilization of central and NEC fund meant for the sports sector. NEC and Centre have been pouring in fund in the tune of crores of rupees for development of sports sector in Arunachal Pradesh. But we have not been able to see a good football or indoor stadium till date, he rued.

Meanwhile Tara appealed to AOA to convene a special general body meeting to discuss all such issues.

RTE boon for Arunachal: Siram

PASIGHAT, July 1: Right To Education (RTE) is a boon for Arunachal Pradesh and we must implement the Act properly to reap its benefits, Education Minister Bosiram Siram said during a interaction programme organized by ATA’s East Siang unit at Govt. IGJ Hr. Secondary School auditorium, here today.

"The Act has the potential of turning Arunachal into a literate state and we have to be very careful to see that it is implemented well," the minister said.

Siram informed that his department held rounds of meetings with colleague legislators, MHRD and experts, resource persons on effective implementation of RTE. The minister sought the complete information from the district authorities on the available infrastructure of government schools so that the upgrade process could be initiated in a better way. The minister also said that training for all teachers is a must to ensure quality of education. East Siang DC Onit Panyang assured proper implementation of the Act as per Govt. guidelines in the district. While reacting to the teachers’ strength, he suggested the DDSE to create a Data-Base immediately mentioning the name, capacity, educational qualification, transfer-posting records etc with time durations so that distribution of teachers could be done fairly. Difficult working condition, remote locations and geographical factors should always be kept in consideration, Panyang assured. He also stressed on school land protection, Mid-Day meal, punctuality etc and also said that school colander must be followed meticulously by the school authorities.

The DDSE T Talom commented that success of RTE also depends on sincerity and loyalty of teachers.

ATA East Siang unit president Tabung Ering on behalf of the teaching community appealed to the Minister to reconsider Non-teaching and medical allowances. The teachers who were entrusted for other duties during vacation by the government may be compensated.

Anti malaria campaign ends

Of 3960 blood samples, 364 found Malaria positive

ROING, July 1: The month long Anti-Malaria Campaign conducted by the Medical Department concluded yesterday with a health camp at Bolung village yesterday.

DMO Dr Atlok Yirang informed that in the month long programme, 28 health camps were conducted in different parts of the district in which 3960 blood samples were tested out of which 364 tested Malaria positive ( 330 pv and 34 pf +ve) and 2115 community owned mosquito bed net were impregnated with insecticide. He further informed that reports from remote places are yet to be received.

Attending the program, MLA Jomin Tayeng lauded the efforts taken by District Medical Officer and his team for conducting the month long anti-malaria campaign throughout the district. He further called upon the people to cooperate and support such programme with active participation in fighting against killer disease.

The MLA further discouraged under age marriage that is prevalent among the young generations while adding that it was a cause of many social problems besides health.

Zilla Parishad Member of Meka Anchal Block Mibom Pertin, termed malaria as the greatest threat of the region saying that fifty per cent of the cause of deaths in the villages is due to malaria.

He also said that malarial infection can be prevented by taking self precautionary measure by doing voluntary services like self impregnation of mosquito net instead of depending solely on medical department. He however appreciating the medical department has requested them to conduct such awareness cum health camp time to time.

Extra Assistant Commissioner, Roing M Tato, chairing over the function have also urged the people to come forward with full participation and lauded the medical department in its endeavour to eradicate malaria from the region.

ASM Bolung Tem Pertin in a memorandum to the MLA urged him for an 8 bedded In-Patient Ward, Ambulance and security fencing around Bolung PHC. Mother’s Association of Bolung has also submitted a memorandum to the local MLA to provide fund for maintenance of teacher’s quarters of Govt Hr. Sec School, Bolung. (DIPRO)

“Tales of my valley”

ITANAGAR, July 1: Deputy Speaker Tapang Taloh today released a folk short story book of Adis “Tales of my valley” written by Kaling Tamut. The book contains 20 short stories of Adi belt of Aruanchal Pradesh in a lucid language and is particularly composed for the children.

Tamut is a Chemistry Graduate and MA in Journalism and Mass Communication.

NCP to take up PDS in Arunachal with Pawar

ITANAGAR, July 1: Buoyed by an invitation from their party chief and Union Agriculture, Consumer Affairs, Food & Public Distribution Minister Sharad Pawar, NCP legislators of the state are fine tuning their list of priorities to be raised during the meeting.

In a faxed letter today to the state President Ngurang Pinch, Pawar extended invitation to the MLAs for a meeting on July 8 next at Krishi Bhavan and discuss various developmental works in the state.

The NCP MLAs and state party leaders might have met Pawar on party platforms several times but this would probably be the first ever exclusive meeting with him on his official capacity as a Minister holding an all-important portfolio in the Union Government. The expectations of the meeting is also high on the context that NCP as an important partner in the UPA government holds several important ministries like Civil Aviation and Rural Development that have an important role to play in the over-all development of Arunachal Pradesh.

“Top on the agenda for discussion would be the haunting PDS issue,” NCP MLA from Nyapin Bamang Felix, who is the state unit Spokesperson of the party. He said that due to several shortcomings in the government hierarchy the PDS is in a fix for which the rural people are suffering. Pawar, who looks after the PDS, Felix said, would be impressed by the NCP MLAs to release the pending HTS dues to the contractors besides approving establishment of FPS depots in all the districts of the state.

Felix expressed optimism that with all the NCP MLAs endorsing the appeal, the Center would be bound to meet the demand, which would streamline the PDS in the state.

The NCP Spokesperson also said that issues related to Civil Aviation and Rural Development would be discussed with the Union Minister. Speedy construction of the green-field airport at Karsingsa and smooth and regular sanctioning of projects like PMGSY would be impressed upon by the MLAs, he said adding that the development of the state and welfare of its people would the focus of all the discussion irrespective of party affiliations.

“We may not be in the government (state) but our prime agenda as MLAs of NCP would be to bring in developmental packages as much as possible for the state at least from the Ministries held by senior party leaders. When it comes to development there should not be any compromises on basis of party affiliations,” Felix added.

Ziro takes the lead in Biodiversity Conservation

ITANAGAR, July 1: GB Pant Institute of Himalayan Environment & Development, North East Unit (GBPIHED-NE Unit), Itanagar, who is spearheading biodiversity conservation in the State of Arunachal Pradesh has organized LPG kits Distribution Ceremony yesterday at Abotani Community Hall, Ziro in collaboration with Nature Care and Disaster Management Society, Ziro.

Hundred sets of LPG kits were distributed among households from fifteen villages of Ziro valley, mostly belonging from BPL group.

The programme was attended by more than 150 participants including Dy. Commissioner, Lower Subansiri district, DFO, Hapoli, beneficiaries, other villagers, chairpersons, secretaries and members of Biodiversity Management Committees constituted across the Ziro valley by GBPIHED and NCADMS for biodiversity conservation under GOI-UNDP CCF-Project-II “Biodiversity conservation through community based natural resource management in Arunachal Pradesh”.

The project is being implemented by GBPIHED in Ziro Valley and Tawang-West Kameng proposed biosphere reserve in collaboration with NCADMS, NERIST, SFRI and WWF-India in an effort to promote participation of local communities in biodiversity conservation measures and resource management and also promote alternative livelihood schemes like ecotourism, agro forestry, medicinal and aromatic plants and micro enterprise to provide incentives and reduce natural resource dependency. Dr. Prasanna K. Samal, Scientist Incharge of the Institute appraised the participants about activities being carried out in Ziro valley under the GOI-UNDP CCF-II Project in order to conserve the rich and unique bio-resources of the valley. He informed the participants that Arunachal Pradesh is India's biological frontier; arguably the biologically richest region in the country. Recently designated as a globally important endemic bird area, it is one among the 200 globally important eco-regions.

The state harbours more than 23.5% of flowering plants reported in Indian sub-continent, which is about 5000 plant species that include 500 species of medicinal plants. However, the rich bio-resources of the state, particularly its fauna is being seriously threatened in the recent time under various forces.

He informed that the Institute , is implementing the project to conserve the rich biodiversity of the state through community participation and adopting an integrated approach embracing to the acknowledged fact that biodiversity conservation approaches do not work in isolation of traditional communities inhabiting along the forest fringes. He further added that LPG Kits are distributed in order to reduce dependency of the villagers on the forest for fuel wood consumption and also to enhance the quality of life of women.

Dy. Commissioner Sadhana Deori appreciating the efforts of the Institute and NCADMS in biodiversity conservation of Ziro plateau urged the residents to actively get involved in the process of conservation. She advocated for more such projects across the state, as such research projects have enormous inbuilt characters to conserve the bio-resources and invigorate economic development of people as well. She assured her complete cooperation with the Institute in its efforts for conservation of biological resources and development of the district so that it can be role model for other districts.

DFO, Hapoli Forest Division, Hibu Tadii urged the people of Apatani community to actively cooperate with the Institute in its efforts to spearhead biodiversity conservation, for which Apatanis are famous for. The Community has many a culturally conserved practices that has been well acknowledged nationally and internationally. He informed the participants that the efforts of the Institute and NCADMS are quite appreciable and he has been part of the project activities since its very beginning.

Chairman of NCADMS Rubu Buker addressing the participants outlined that his NGO has been involved in bio-conservation of the valley since its inception supported the GBPIHED. He argued that the fruitful cooperation between GBPIHED and NCADMS could be success story for Government and NGOs working together in biodiversity conservation.

Protest against fuel price hike

State BJP to submit memo

ITANAGAR, July 1: The Bharatiya Janata Party (BJP) Arunachal Pradesh has decided to postpone the proposed nation-wide Bharat Bandh called on July 05 in the state for some times in view of the prevailing local situation. The BJP had proposed the bandh in protest against fuel price hike and demanding its roll back.

The party said, following the directive of the party high command, the state BJP has taken the decision in a meeting here today not to observe Bharat Bandh in the state in view of the Dree festival, school admission and considering the plight of the patients and general people in the land locked state during this monsoon season besides other numerous difficulties being faced by common man during such bandh. However, the party decided to continue its protest in other democratic means and take out a protest march to the Raj Bhawan and submit a memorandum to Governor against fuel price hike on July 5. The district units of the party will also submit memorandum to the President of India through the DCs of the respective district.

‘Centre responsible for price rise’

Meanwhile, Senior BJP leader Murli Manohar Joshi today held Congress-led UPA government at the Centre responsible for price rise of petroleum products.

Addressing 'mahadharna' staged by the Jharkhand unit of BJP in front of the Raj Bhawan at Ranchi, Joshi said that prices of edible items would also increase because of the Centre's move of increasing the prices of petroleum products.

''The foodgrains and other daily items have already gone out of the reach of the commonman and the recent move will make things dearer,'' Joshi said. UNI adds from Ranchi.

Queen’s Baton in State Capital

ITANAGAR, July 1: The Queen’s Baton Relay will arrive in Tawang on July 22 from where it will travel to State Capital the same day. Deputy Commissioner Capital City, Dr Deepak Kumar has called a meeting on July 5 next to chalk out the plans to receive the baton.

The Queen's Baton Relay, similar to the Olympic Torch Relay, is a relay around the world held prior to the beginning of the Commonwealth games; this time scheduled from Oct 3 in Delhi and carries a message from the Head of the Commonwealth Queen Elizabeth II.

After having travelled 70 countries of the Commonwealth, the baton arrived in India on June 25 at the Wagah border from Pakistan. The baton will be flown to Tawang on July 22 from Shillong in an army helicopter. A two-hour relay will be held on the same day before the baton is flown to Naharlagun. The baton will be kept at Raj Bhavan for a night before being flown to its next stop at Dimapur in Nagaland.

My granddad donated land in 1942

Dear Editor,

I am writing this letter to you in reference to the news item published under the heading "AAPSU accuse Govt. of being soft on refugee and non indigenous population" dated 24th June.

At the outset I would like to express my firm support and profound satisfaction with the steps taken up by the AAPSU for taking resolved action against refugees, like Chakma-Hajong and Tibetan refugees which is poses as a menace to the entire state and the future of all Arunachalee.

On the other hand, I am is extremely shocked at the news article published in various local dailies and labeling me as migrant of Jonai, Assam which is totally false and baseless, with an intention to defame me before the Government and public at large.

In this regards, I would like to put forward the following points to make it clear that I am a bonafide citizen of Arunachal Pradesh.

My grandfather Late. Bir Pao, father of Late. Lahorsing Pao was a native and indigenous tribal of East Siang district of Arunachal Pradesh. He was one of the land donors to the Forest Department for Reserve Forest (now Poba Reserve Forest, Pasighat) in the then NEFA in 1942.

My father, Late Lahorsing Pao, was appointed as Goan Bura of Oyan Village Dist East Siang, A.P in the year 1972; and eventually elevated to the post of Head Gaon Bura of the village. Only indigenous tribal are appointed as Gaon Buras in Arunachal Pradesh.

That I being an Arunachalee Pao, originated from Abor community and my blood relatives are staying at Kerang Village under Kaying Circle, Dist West Siang Arunachal Pradesh since time immemorial. One of my uncles Takir Pao is presently serving as Gaon Bora of Kerang village.

After exhaustive chronological evaluation of my clan records, Deputy Commissioner Pasighat has issued to me a Schedule tribe Certificate and same has been found valid and upheld by the High Court , Itanagar Bench in the WP(C) No. 423 (AP)/2008.

Repeatedly tagging me as Assam Mishing Migrant deeply hurts my sentiment and the act is unjust and malicious. Whilst the track of my family lineage is very much clear, compelling me to repeatedly clarify my status before every one is uncalled for and unusual harassment to me.

AAPSU, an esteemed body and being a Non-Political organization need to be very cautious before issuing such statement against bonafide citizens for there are numerous groups of people who are always ready to misguide. Present instance can be taken as a strong example of such fallacious misguidance. Terming me as migrant of Assam deeply humiliated me in particular and Pao clan of Arunachal Pradesh as a general. Existence of Mishing migrant from Assam in Arunachal Pradesh cannot be ruled out, but I am not among them for the fact that I belong to Abor community and my fore fathers were indigenous tribal of Arunachal Pradesh since antiquity and we never crossed Arunachal Boundary.

Any document with AAPSU against me, if available may please be scrutinized immediately, my family and Pao clan may please not be humiliated time and again.

It’s a unpleasant surprise for the doctors

Dear Editor,

Through your esteemed daily, Arunachal Medical Students’ Association (AMSA) on this very day would like to express our extreme shock and unpleasant surprise about the recent news of Naharlagun Police manhandling a Govt. Medical Officer (Leporiang PHC, Papum Pare Dist.) Dr. Tana Talin Tara.

The victim is known to the association as a very cool, calm and matured member and have been holding various executive posts of AMSA; Imphal branch during his college days. The association can never comprehend the news of a person with such a clean reputation to be involved in such mean act of charges like extortion, trespassing, molestation.

Whatever may have been the circumstances; the Naharlagun Police should have acted more sensibly and should not have manhandled a doctor on duty without proper verification or enquiry.

The manhandling of a Govt. doctor on duty causing grievous injury and mental torture is a very unfortunate incident for the medical fraternity and uncalled for.

The association therefore strongly demands the concerned authority to intervene and investigate the ground realities of the case and punish the culprit accordingly.

When a language dies

Dear Editor,

Apropos Mr. Nani Kojin's article "When Ane becomes mama and Apa is papa"( 1 July), India has allowed the ancient language, Bo, to die in the Anadaman Islands. With the death of the last surviving member of the Bo tribe, the Bo language has now become extinct.

This, however, was bound to happen, given the linguistic imperialism that prevails in this "democratic" country. The Centre sanctioned Rs. 36 crore last year to promote Hindi, the amount being much larger than the sum allocated for the promotion of all other languages put together! When popular and bigger languages like Punjabi, Marathi, Tamil, Bengali, Assamese are accorded such step-motherly treatment, how can it be expected that the authorities will take measures to preserve marginal languages like Bo or Apatani in the face of such linguistic and cultural chauvinism? Thus it hardly comes as a surprise that India tops the list of nations with endangered languages, "boasting" of almost relegating as many as 196 indigenous tongues to oblivion!

With the loss of languages, we not only lose information about an entire society and its culture, but also a storehouse of indigenous wisdom as well. It is high time the authorities make a sincere effort to revive dying languages and culture. It is important to ensure that the diversity of Indian languages is preserved for posterity. The media should also wake up to the issue and protest against the linguistic hegemony that exists in India today. If the country cannot retain its heterogeneity or fail to keep the spirit of "equality of all languages" alive, Indian democracy will not be reflected in a glorifying light.

When MP alleges

Dear Editor,

It was very shameful to read “An open letter to Chief Minister” by our elected MP against NERIST director in charge Dr Joram Begi alleging him of corruption and maladministration. As we know that Dr Begi was appointed as NERIST director when the institution was in great trouble; his appointment was to save the fame of renowned institution.

We do really appreciate Dr Begi, who has done more than our expectation by stabilizing worse condition of the institution.

Being a concerned citizen of the state, I am deeply sad to say that instead of praising his work, the MP alleged such able officer of corruption.

Sometimes, some questions arise in my mind, if our MP is really concern for the wellbeing of the NERIST, then why he did not come forward to save the institution when it was in the verge of collapse?

If he is a true leader he must not forget that he has not become an MP by himself. Such childish attitude of elected leader is below standard.

Dear Editor,

I am a student studying in Bangalore. One of my batch mates got through SSA teacher’s interview when she was in 7th semester of her course. After two months, she got her salary through a friend who faked her signature.

In another incident, a guy pursuing his studies in RGU got selected. He engaged a relative to stand in for him and dividing the payment among them.

My sympathy goes to those who perform their duties with great honesty. I don't blame the authorities alone.

Village Panchayat should come into action as most of the SSA teachers are posted in remote villages. May no one harm me for this!

In-service Training on Fish Farming at KVK, Deomali

ITANAGAR, July 1: Krishi Vigyan Kendra (KVK), Tirap has organized a three day in-service training programme on ‘Recent advances in Fish Farming’ for the officials of Fisheries department of the district at KVK campus Deomali.

Ten fishery officers and demonstrators from the Fisheries department and various blocks of Tirap district actively participated in the training programme.

During the inaugural session of the programme held on June 29, L. Lasa, District Fisheries Development Officer, called on the officials of the district to make best use of the training programme and learn about the recent advances in pisciculture and utilize it.

Programme Coordinator, KVK, Tirap Dr. Narendra Kumar, also spoke on the occasion and urge the officials to make Tirap district self sufficient in fish production by promoting scientific fish culture systems.

SMS (Fisheries), KVK Tirap Rajdeep Dutta, imparted the trainings during the programme. The three day programme included both theory and practical sessions on different aspects of Composite fish culture, integrated fish farming systems, coldwater fisheries, fish health management and catfish culture.

The theory sessions were held at KVK, Deomali campus where elaborate PowerPoint presentations were made on each and every topic while the practical were held at Fisheries Demonstration Unit of KVK, Tirap located at Govt. Fish Seed Farm, Deomali.

Special screening of documentaries on scientific fish farming was also arranged for the trainees during the programme while an interactive session between the officials and the resource persons was held during the concluding session of the programme.

Dree cultural competitions begin

ZIRO, July 1: Celebration of Dree festival, 2010 begun here with chief guest Dr. Kime Horming inaugurating the cultural competition at Dree ground Old Ziro today.

In his speech, Dr. Horming appreciated children for taking part in the competition which will help preserve our culture and traditions as well as expose it to outside world. Such programmes also help maintain originality of our culture and traditions as younger generation can learn from elderly participants in this direction, he observed.

"A society can never exist without culture, so it is very important to preserve it for posterity,’ said CDFC secretary general Mudo Nikang in his welcome address. Giving clarification on people’s misconception that ‘dance is main component of the culture,’ he suggested Apatanis to preserve their own culture through festivals like Dree.

As many as 36 teams are taking part in the competition in various competitions, like traditional group dance, modern group dance etc in both senior and junior groups. The result will be announced on day of Dree festival celebration.

Organizations take up Dr’s cause

ITANAGAR, July 1: All Papum Pare District Students Union while taking up the cause of Dr Tana Talin Tara, Medical Officer of PHC Leporiang who was allegedly assaulted while on duty by the City Police has demanded immediate termination of Officer In Charge L R Rana and SDPO B S Mehra for their involvement and enquiry of involvement of SP, City Police. The Union further called for arrest of Rajesh and Rakesh Pandey, the proprietor of M/S Rakesh Enterprise for their involvement in the Police manhandling of the doctor. The union demanded that trading license and arms license of the traders’ be canceled and seized.

Leporiang People Welfare Committee, Capital Complex, on the other hand while reacting to the City Police clarification on the issue said that it was diluted, fabricated and stage managed. It called for fair investigation into the issue. Capital Students Union too voiced against the clarification given by the City Police and termed it a wrong statement.

Yesterday, City Police denied that the officers of Naharlagun Police Station manhandled Dr. Tara. Police said that the doctor along with Tana Hari Tara and Tana Batang not only beat up Rajesh Pandey at Naharlagun market but molested the maid. It added that the trio went to the shop of Rajesh Pandey at Naharlagun market and assaulted him for not replacing a car damaged by a Tata Mobile owned by the Pandeys with a new vehicle.

The Arunachal Pradesh Doctors Association too had voiced against the police action.

ITANAGAR, July 1: The West Kameng Karate Association was formed in a meeting held under the chairmanship of Arunachal Karate Do Association president Likha Tara at Bomdila on June 29 last with Sange Norbu as president and Tashi Wangchu Dirkhipa as general secretary respectively.

AYO demands transfer of EE (RWD)

ITANAGAR, July 1: Arunachal Youth Organisation (AYO) appealed to the Minister RWD and Chief Engineer RWD for immediate transfer of Executive Engineer Hibu Tama from Koloriang division, Kurung Kumey District. It claimed that Hibu has completed his three years tenure in the district.
